In his new role, Witcher will oversee growth strategy in eight western states, working with state directors and territory managers to increase recruitment.
“With the aggressive growth we’ve experienced year-over-year, we want to place the right people to continue to make that happen,” said Andrew Caldwell, president of Smart Choice Agents. “We see areas of potential in many of the western states and want to capitalize on those opportunities to help agencies prosper.
“Despite the challenging market in which he has worked, Spencer has continued to find ways to maximize growth in his region and we want to build on and replicate his success in surrounding areas as well. Even in a heavily regulated state, she has been able to work with our agency partners to find creative solutions.”

“I am honored to be asked to serve as Smart Choice’s vice president and western regional director,” Witcher said. “This new role will give me the opportunity to work directly with some of the best directors and managers in our Smart Choice family. I look forward to working alongside these talented individuals to help provide education, tools, technology, and resources to our field staff and agency partners to promote their continued success.”
The Witcher promotion comes on the heels of Smart Choice’s appointment of Brock Miles as general counsel.
More than 1,100 new agencies joined Smart Choice in 2022. The year also saw a 23% increase in gross revenue. In total, 9,750 independent agencies have partnered with the program, generating more than $1.8 billion in premium volume annually.
